Hands Up fix

Ever noticed that when you aim a pedstrain using a pistol or light weapons they raise up their hands but when you aim them
with heavy weapons they don't even notice.They just ignore you.So this script just fixes that bug.After this all of your
pedstrains will raise their hands if you aim them using any weapons.
